Institutional Capacity Building

PTDF Intervention Projects

As part of its institutional capacity building initiative, the Fund is involved in the provision of infrastructure and facilities for Oil and Gas related educational institutions across the country. Projects under this initiative are aimed at transforming the benefitting institutions into world class training facilities capable of producing graduates that are employable in the Oil and Gas industry worldwide.

FEDERAL POLYTECHNIC OF OIL AND GAS EKOWE, BAYELSA STATE

The Polytechnic was established following the desire of the Federal Government to improve local content skills level with specialty in Oil, Gas and Environment in the Niger Delta region.

Components of the project include:

  • Building Works – academic, administrative and staff/students accommodation
  • Civil Works – sand filling, road networks, drainage, landscaping, helipad.
  • Services – drilling of borehole, water treatment plant, water distribution, power distribution.

The project has been completed and has been handed over to the Ministry of Education by the Honorable Minister for State Petroleum and Natural Resources.

FEDERAL POLYTECHNIC BONNY, RIVERS STATE

The establishment of the Federal Polytechnic Bonny commenced following the commissioning of the Nigeria Liquefied Natural Gas (NLNG) Limited in Bonny, Rivers State. The project is aimed at providing middle level manpower for the Nation’s Oil and Gas industry, especially the NLNG. Accordingly, the Federal Government directed PTDF to take over the development of the institution in line with its mandate of capacity building for the Nation’s Oil and Gas industry.

Components of the project include:

  • Building Works – academic, administrative and staff/students accommodation
  • Civil Works – sand filling, road networks, drainage, landscaping.
  • Services – drilling of borehole, water treatment plant, water distribution, power distribution.

NATIONAL INSTITUTE OF PETROLEUM POLICY AND STRATEGY (NIPPS) KADUNA

The National Institute of Petroleum Policy and Strategy (NIPPS), Kaduna was designed to train management and executive level personnel in the petroleum industry and also train fresh graduates to develop technical skills needed for entry into the Oil and Gas industry.

Components of the project include:

  • Building Works – academic buildings, administrative buildings, staff/students accommodation, ancillary buildings
    (mosque, chapel, staff school, estate department, sports hall), conference centre (500- seat auditorium, shopping
    arcade, 5-Star accommodation facility)
  • Civil works (road networks, drainage, landscaping).
  • Services (Drilling of borehole, water distribution, power distribution, sewerage/sewage treatment plant, fire
    hydrant, data networking, cctv surveillance system).

UPGRADE OF PETROLEUM TRAINING INSTITUTE EFFURUN, DELTA STATE

The Petroleum Training Institute (PTI) Effurum, Delta State was established by the Federal Government of Nigeria as a pre-requisite for membership of the Organization of Petroleum Exporting Countries (OPEC), to train indigenous middle level manpower to meet the demand of the oil and gas industry in Nigeria and the West African sub-region. The Federal Government approved for the PTDF to upgrade facilities and infrastructure of the Institution to a status at par with similar educational institutions abroad.

Components of the project include:

  • Educational upgrade – curriculum development, staff development, academic quality development.
  • Organisational Upgrade – organization, organogram and systems development, staff development/training, QC/QA (Quality Control and Quality Analysis), HSE (Health, Safety and Environment)
  • Infrastructural Upgrade – Procurement of workshop/laboratory equipment, simulators, Power supply, ICT, buildings (new and renovations).

CENTRE FOR SKILLS DEVELOPMENT AND TRAINING, PORT HARCOURT

The Fund in line with its mandate is establishing a Centre for Skills Development and Training in Port Harcourt, Rivers State. The Centre is intended to provide basic skills in the Oil and Gas industry for craftsmen, artisans and unemployed youths in the Niger Delta region and other parts of the country. The disciplines to be covered by the centre include: automobile works, basic electrical works, basic requirements in HSE, catering, electronics repairs, masonry, seismic survey technology, drilling technology, wielding and fabrication etc.

Facilities to be provided at the Centre include the following:

Heavy Scale Industrial Building

  • Welding & Fabrication workshop Electrical workshop
  • Heavy duty equipment repairs workshop  Automobile workshop
  • Construction and masonry workshop Carpentry and plumbing workshop

Light Scale Industrial Building Catering

  • Polymers and by products processing workshop

Administrative Building (Tower Block)

  • Auditorium
  • Library
  • Hostels and staff quarters
  • Canteen

UNIVERSITY UPGRADE PROJECT

The Fund`s effort to develop local capacities of Nigerian Universities in Oil and Gas related courses in line with its mandate, culminated in the conceptualization of PTDF University Upgrade Projects. A total of 26 universities have so far benefited from this programme.

PTDF INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) CENTRE PROJECTS

Based on the realization that Information and Communication Technology is common to all fields of specialization in the Oil and Gas Industry, from Geosciences to drilling Engineering and Petroleum Economics, ICT is presently used for upstream exploration/appraisal of Oil locations to downstream marketing and retailing and for the automation of various aspects of the Oil and Gas industry. The PTDF in line with its mandate, embarked on the development of ICT Centres in educational institutions.

The project is being executed in two phases with 146 and 68 institutions (universities, colleges of education, polytechnics, unity schools, etc) spread across the country under phase I and II respectively.

Components of the project include:

  • The ICT building
  • V-sat and Computers
  • Solar Panel or Generator
  • Bore Hole with Over-Head Water Tank.
